Communication allows individuals to share their thought directly and obtain instant feedback. Ineffective communication between the parties and elements in construction project will give a negative impact on the quality of work. The purpose of this paper is to identify the barriers to effective communication and to build a model for measuring the factors that hinder effective communication in construction projects. This study presents Exploratory Factor Analysis (EFA) and Structural Equation Modeling (SEM) using the Onyx program. The process begins with a determination of variables for communication barrier factors. Twenty-five (25) causes that hinder effective communication were assessed by 125 respondents consisting of projects managers, site operational managers, supervisors, directors, experts, drafters, quantity surveyors and administration staff. From the result obtained, there are 20 variables that make up the three factor constructs, namely: technical language; project knowledge; and socio cultural. The factors are then validated by building a measurement model using the Onyx application. The results of goodness of fit are as expected with the value of CFI 0.812 and TLI 0.78. Factor of technical language and collaboration between various parties and elements involved in the construction project must be given great attention to achieve a common point of view the aim of producing good cooperation. Understanding and knowing the observed variable to effective communication factors help project management team to improve performance in government construction project
